Question
I have question about cosmetic materials use for eyes in the workplace.
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
All the cosmetics are considered adornment and as you know a Muslim woman is ordered to cover her face and its adornment from alien men. She is not permitted to expose her beauty in front of any men except those who are unmarriageable to her.
Allah Says (what means): {…and not to reveal their adornment except to their husbands, their fathers, their husband's fathers, their sons, their husband's sons, their brothers or their brother's sons, or their sister's sons, or their (Muslim) women (i.e. their sisters in Islam), or the (female) slaves whom their right hands possess, or old male servants who lack vigour, or small children who have no sense of the shame of sex. …} [Quran 24:31].
Therefore, if the cosmetics are exposed to unmarriageable persons or women then using them is permissible, otherwise it is not permissible.
